Introduction

National Disaster Management Centre was established in 1996 under the Ministry of Social Services and Social Welfare. It came under the Ministry of Disaster Relief Services by the extra ordinary gazette notification No: 1422/22, dated08/12/2005, in order to plan and implement relief, rehabilitation and reconstruction activities.

It was transferred to the Ministry of Resettlement and Disaster Relief Services with renaming as National Disaster Relief Services Center (NDRSC), by the Gazette Notification No: 1482/9 dated 09/01/2007. It functions under the Ministry of Disaster Management with effect from 30/04/2010 with the gazette notification No: 1651/20.    

It is located at Vidya Mawatha, Colombo 07. Its functions being carried out under policy guidelines directed by the Hon. Minister and the Secretary of the Ministry of Disaster Management. Projects and programs are being implemented by respective district secretariats and divisional secretariat divisions, according to the policy guidelines directed by the Ministry of Disaster Management. In addition, Disaster Relief Coordinators are handling functions in district level under supervision of relevant district secretaries.

To create a culture of safety among communities and the nation at large through systematic management of natural, technological and manmade disaster risks.

Objectives:

To contribute the national objective of sustainable development through minimized human suffering and loss and damage to the economic infrastructure by promoting and strengthening national capacities for disaster relief.

Activities

  • Short- and long-term relief measures for people who are affected by disasters.
  • Formulating and implementing programs to rescue people from both natural and manmade disasters.
  • Planning and implementing projects needed to minimize disasters. (Construction of cultivation wells, collecting of storm water etc.)
  • Issuing of orders having coordinated with relevant parties ensuring implementation of reforms and rehabilitation activities.
  • Implementation of rehabilitation and reform programs in order to bring the livelihood and economy of people affected by disasters both natural and manmade in to a normal state.
  • Preparation and distribution of information on disaster conditions.
  • Coordination of relief operation activities in emergency situations.

Emergency Relief

           A warehouse was set up under the Ministry of Social Services in 2005 to maintain relief items for the Tsunami. It has been maintained continuously by NDRSC and relief equipments such as dry food, water, shelters/ tents, hugienic equipments, health equipments, kitchen utensils, boat engine and clothes are stood to manage emergency situations. Further, water pumps, water tanks and water purification equipments were stored and distributed among the drought places. The NDRSC distributes these relief items in need to the disaster affected areas through the relevant district secretary.

Functions of the Foreign Employment Division

  1. Supervision of protection of children, tasks related to recommendation on family background information report and supervision of implementation of protection plans when going abroad.
  2. Implementation of Labour Protection (Shramika Surakuma) program.
  • Recruitment of family members in migrant families to the “Shramika Surakuma”Program and preparing of social reports.
  • Preparation of family development plans and supervision on implementation process in respect of families required of intervention.
  • Making of protection plans for children vulnerable to risks.

  • Development programs on welfare/education/livelihood for children and migrant families
  • Re-socialized workers returned to the country after foreign employment
  1. Promotion of secured labour migration for migrant workers, their family members and the community, conducting of awareness programs for welfare, education and protection of children.
  2. Dealing with coordination of relevant divisions regarding complaints directed by the Ministry and migrant families.
  3. Directing of persons aimed at foreign based employments to vocational training programs.
  4. Required awareness for promoting of existing foreign employment and organizing of job fairs.

A set of new guidelines issued on women anticipated to go abroad, aiming at obtaining information on protection programs of underage children (minors) as well as family back ground information.

Instructions given by all circulars and letters so far issued on family back ground reports of women expected to go abroad shall herein be rescind and the Secretary, Ministry of Labour and Foreign Employment under Circular No. 01/2002 has issued instructions to complying with decisions of Cabinet of Ministers dated 27th June, and the provisions herein will be made in to effective w.e.f 12th July, 2022.

  1. All women expected to leave abroad should by affidavits confirm their existence and the program, relevant to give protection and education for children at the age of 2 years and above.

  2. Women who do not have children should fill the form in Annexure 1 stating that they are childless and women with children at the age of 2 or above regarding the relevant program on protection and education, should confirm above facts by affidavits in accordance with the format at Annexure ii.

  3. In order to make this circular effective, the child means, the children who are not married and below the age of 18 years.

  4. Women who have children under 18 years are not allowed to go abroad for employment.

  5. The accuracy of facts referred to in Annexure 1 and 2 should be certified by the Grama Niladhari of the division where the applicant resides and forward it to the Divisional Secretariat Division.

  6. After having received these documents from all women expected to go abroad, SMS message to the Tel. No; 071-4757070 at the Foreign Employment Buro should be sent that such documents were received by the Foreign Employment Development Officer attached to the respective Divisional Secretariat Division.

  7. The person who bears the responsibility of protection a nd education of children during the period that the relevant woman being on abroad should produce an affidavit confirming that such responsibility will be born by him/her self.

  8. If the person who is held responsible with the guardianship of children until the relevant woman returns to the country completing employment abroad, requests for foreign employment, an optional plan on protection of children has to be put forward.

  9. The validity period of a report forwarded on behalf of a person is nine months from the date of the SMS message and if fails to go abroad with such time period a new application should be forwarded and a new SMS message has to be forwarded again based on new application.

  10. If mothers with kids below the age of 2 years is going abroad along with their kids, copies of passports and valid visa of such kids to be produced, and the relevant divisional secretary or a staff officer to whom the authority is vested by the divisional secretary could grant permission after examining the accuracy of such documents.
