1. Cultural Division

Duties and Responsibilities:

Promotion of all activities related to cultural field is the objective of this division. All these activities being carried out by keeping the District Secretariat as the focal point in the district of Colombo. Cultural Officers for each divisional secretariat divisions have been appointed to streamline these activities.

Cultural Officers are responsible for uplifting cultural affairs within the district and ensuring the welfare of Artists residing in the Colombo district. Usually programmes being functioned by coordinating District Secretariat with the Divisional Secretariat Divisions concerned on the directives of the Department of Cultural Affairs. Cultural Division is responsible to meet the demand of tasks entrusted to it by the District Secretary and Divisional Secretaries as well as to deal with “Dolosmahe Pahana” programme of the Department of Cultural Affairs, several programmes implemented through district and divisional cultural boards and duties entrusted by both the District Secretary and the Divisional Secretary, as well.

Functions to be dealt with:

• Registration of Art Galleries and provision of aids.
• Provision of aids for various events with cultural value and respective personnel.
               Aids for needy artists
               Aids for processions
               Aids for various festivals
               Funeral aids
               Medical aids
• Registration of Cultural Societies.
• Recommendation for artists’ identity cards
• Artists Insurance
• Pensions Scheme for Artists
• “Kalabhushana” award ceremony
• Preparation of National Artists Data- base
• Organization of annual district and divisional cultural events
• Having conducted annual district and divisional cultural competitions and directing such works for national competitions.
• Making aware of public service art competition.
• Making aware of State Children’s Art Competition and State Art & Sculpture festival.
• Implementation of the project aid for writers.
• National script competition.
