Introduction

National Disaster Management Centre was established in 1996 under the Ministry of Social Services and Social Welfare. It came under the Ministry of Disaster Relief Services by the extra ordinary gazette notification No: 1422/22, dated08/12/2005, in order to plan and implement relief, rehabilitation and reconstruction activities.

It was transferred to the Ministry of Resettlement and Disaster Relief Services with renaming as National Disaster Relief Services Center (NDRSC), by the Gazette Notification No: 1482/9 dated 09/01/2007. It functions under the Ministry of Disaster Management with effect from 30/04/2010 with the gazette notification No: 1651/20.    

It is located at Vidya Mawatha, Colombo 07. Its functions being carried out under policy guidelines directed by the Hon. Minister and the Secretary of the Ministry of Disaster Management. Projects and programs are being implemented by respective district secretariats and divisional secretariat divisions, according to the policy guidelines directed by the Ministry of Disaster Management. In addition, Disaster Relief Coordinators are handling functions in district level under supervision of relevant district secretaries.

Mission:

To create a culture of safety among communities and the nation at large through systematic management of natural, technological and manmade disaster risks.

Objectives:

To contribute the national objective of sustainable development through minimized human suffering and loss and damage to the economic infrastructure by promoting and strengthening national capacities for disaster relief.

Activities

• Short- and long-term relief measures for people who are affected by disasters.
• Formulating and implementing programs to rescue people from both natural and manmade disasters.
• Planning and implementing projects needed to minimize disasters. (Construction of cultivation wells, collecting of storm water etc.)
• Issuing of orders having coordinated with relevant parties ensuring implementation of reforms and rehabilitation activities.
• Implementation of rehabilitation and reform programs in order to bring the livelihood and economy of people affected by disasters both natural and manmade in to a normal state.
• Preparation and distribution of information on disaster conditions.
• Coordination of relief operation activities in emergency situations.

Emergency Relief

           A warehouse was set up under the Ministry of Social Services in 2005 to maintain relief items for the Tsunami. It has been maintained continuously by NDRSC and relief equipments such as dry food, water, shelters/ tents, hugienic equipments, health equipments, kitchen utensils, boat engine and clothes are stood to manage emergency situations. Further, water pumps, water tanks and water purification equipments were stored and distributed among the drought places. The NDRSC distributes these relief items in need to the disaster affected areas through the relevant district secretary.
