Functions of Vidhatha:
The main objective of Vidhatha is to provide technology for rural community under the theme of “Technology for Villages” and it is dealing with process of three aspects.
- Technology for community
- Technology for village
- Technology for entrepreneurs
Technology for Entrepreneurs:
Bringing about new entrepreneurs through introducing new technology and solving of problems relevant to existing industries.
Technology for Community:
A community equipped with scientific knowledge and future generation with scientific perspective will be brought about through this aspect.
Technological Counseling Treatments:
Through this program, by duly coordinating requirements, identifying problems of entrepreneurs and giving them necessary technological instructions therefor.
Marketing Promotion Programs:
Increasing of production sales of vidhatha entrepreneurs by conducting special fairs such as “Haritha Kadamandiya” and “Rajawasala” under this program.
Implementation of Export Oriented Programs:
Paving way for entrepreneurs to access in to the export market by liaising with entrepreneurs and exporters.
Issuance of Quality and Standard Certificates:
Issuing of quality and standard certificates for productions of entrepreneurs, Industrial technological Institution and Sri Lanka Standard Institution will deliver assistance thereon.
Conducting of Computer Training Programs:
Making available of Knowledge in Information and Technology required for entrepreneurs and their children residing the area.

Functions:
- Supervision and coordination on official duties of Social Services Officers and Development Officers within the district.
- Identifying and preparing development projects/programs relevant to the district and supervision and implementation after having received approval.
- Collecting of important social service information/facts and directing the activities regarding collection of information.
- Supervising and operating activities of disseminating of information and news required for departmental publications.
- Organization and coordination with government//non government organizations/, within the district in respect of social service activities.
Services relevant to Social Services Department, Western Province, carried out by Social Service Officers, Development officers of 13 Divisional Secretariat Divisions in the district of Colombo:
- Making available of public aids for low income earners. (monthly).
- A sum of Rs. 250/= per single person.
- A sum of Rs. 300/= for the first dependant.
- A sum of Rs. 350/= for the second dependant.
- A sum of Rs.400/= for the third dependant
- A sum of Rs. 450/= for the fourth dependant.
- A sum of Rs. 500/= for the fifth dependant.
- Making available of aids for cancer, tubercolosius,thalesemia and leprosy.
- A sum of rs. 1000/= for each month.
- Granting of educational aids for children who deserve for educational aids still engaging in their studies from families where father being deceased, being left by father, father being disabled unable to engage in an employment or father being imprisoned.
- A sum of Rs.1000/= monthly upto G.C.E. O/L
- A sum of Rs.1500/= monthly upto G.C.E. A/L
- A sum of rs. 2500/= maximum for a family.
- Providing of equipments for low income earners afflicted with disabilities.

- Maintenance aids for registered elders homes in the division/ houses of disabled persons.
- Aids for heart surgeries for people in low income families (Rs. 50,000)
- An aid of Rs 50,000 for persons suffering from kidney diseases being in blood transfusion or due to be recommended for blood transfusion.
- An aid of Rs. 15,000 for requirement of commode toilets for low income disabled persons.
- Under provisions of Members of Parliament of Western Province, implementing of various programs for people receiving aids for sicknesses and disabled persons.

Central Environment Authority
Introduction of the Ministry of Environment:
The Central Environment Authority established on 12th August 1981, under the provisions of the National Environment Act No. 47 of 1980. The Ministry of Environment which was established in December, 2001 has the overall responsibility in the affairs of the Central Environment Authority with the objective of integrating environmental considerations in to the development process of the country. The CEA was given wider regulatory powers under the National Environment (Amendment) Acts No. 56 of 1988 and No. 53 of 2000.

A clean and green environment through service Excellencies.
Mission:
Flagship of the nation in protecting and managing the environment by coordination, public participation, enforcement, appropriate technological interventions, education and awareness.
Objectives:
- Protect, mange and enhance the environment
- Regulate, maintain and control the quality of environment.
- Prevent, abate and control pollution.
- Carrying out coordination tasks with the District Secretariat on projects implemented by Ministry of Environment.
- Coordinating tasks required for solutions on environmental problems in the district.
- Taking action when necessary to coordinate CEA and Geological Survey and Mines Buro which falls under the purview of Ministry of Environment in divisional level environment conservation activities and solving of environmental problems and directing relevant officers in the CEA and Geological Survey and Mining Buro for implementation of provisions relevant to National Environmental Act and Acts of Mines and Mineral substances.
- On the instructions of the District Secretary, coordinate the tasks carried out in the Environment Committee with collaboration of officers in the Central Environment Authority and making aware of relevant institutions to implement decisions taken therin.
- Active contribution to coordinate relevant government and non- governmental organizations in respect of environment conservation affairs.
- Performing of other duties relevant to the subject of environment entrusted by the Secretary, Ministry of Environment.
